EXECUTIVE SUMMARY: Publicf transport (also known as public transportation, public transit, or mass transit) is a shared passenger-transport service which is available for use by the general pub;ic, as distinct from modes such as taxicab, carpooling, or hired buses, which are not shared by strangers without private arrangement. We can say that vehicle is illegitimate if a private motor vehicle operates as a public utility vehicle (PUV) without proper authority from the LTFRB, it is operating as a colorum vehicle. Second, if it operates outside its approved route or area without prior permit from the (LTFRB) or if it operates outside the exceptions provided under existing memorandum circulars. Third, When a PUV is authgorized tom operate as a school service vehicle; for example, it must only be used as such. It cannot be used to convey passengers like a UV express, or what is commonly referred to as FX. Fourth, when a PUV continues to operate even when its certificate of public convenience (CPC) is suspended or cancelled and the order of suspension or cancellation is executor. Lastly, A PUV operating with an expired CPC without a pending application for extension of validity timely filed before the LTFRB is also considered colorum vehicle. These criterions are respectively ensuring public safety among commuters.
