ABSTRACT: The study aimed to assess the status of the various components of the educational delivery system of Pamantasan ng Makati (PnM) and to propose a model of a Five-Year Development Plan for PnM, Academic Years (AYs) 2000-2005. The descriptive survey method was used in this study. Two sets of questionnaires were prepared and administered to randomly selected respondent groups of PnM administrators, faculty, non-teaching staff and students; while a convenient sampling was employed in selecting the alumni respondents and in interviewing the key informant respondents working at the City Hall of Makati and other business firms based at Makati. Other research instruments and techniques used were open-ended questions to gather further information from the respondents interview guide questions for interviewing the key informants, and documentary analysis. A total of four hundred fifty-seven (457) respondents participated in the study. The entire analysis of data consisted mostly of descriptive statistics. Frequency and percentage distribution were set for nominal data. The method was reinforced through ranking to denote positional importance of variables. In determining the trend of respondent's perception, the Likert type scale was used, and for purposes of setting the distinction between strengths and weaknesses, a transmutation procedure was applied. Assessment results indicated the primary strengths and weaknesses of Pamantasan ng Makati in terms of various components of the educational delivery system. The first two components, which were considered very prominent strengths as perceived by the respondents, were the physical resources and fiscal resources, and the most evident among the weaknesses were the material resources and the feedback on academic performance. The study recommended that Pamantasan ng Makati establish a favorable work climate and address the perceived weaknesses through the proper implementation of the strategies that were formulated for every component of the educational delivery system. Likewise, capitalize on the perceive strengths by reinforcing them to enhance further their contributions to the efficiency of the system. To this end, it is strongly recommended that the proposed Five-Year Development Plan for PnM AYs 2000-2005, be implemented this coming academic year 2000-2001, as programmed subject to the approval of the Board of Regents.
