The study determined if the 9 Local Colleges and Universities (LCUs) in the National Capital District 2 Region 4A LCUs were prepared to implement the Higher Education Reform Agenda (HERA). The HERA sought to maximize the contribution of Higher Education Institutions towards developing high level manpower needed for the Philippines national development. The following conclusions were reached: The Policy Makers and the Implementors are qualified in age, 50 years old above with respect to education and extent of experiences. Majority of the faculty were aged 25 to 35 years old. They rated themselves Moderately Prepared to implement the requirements of the PDP 2011-2016 and the CMO No. 46, series 2012. There were no differences between the level of preparedness of the two groups of Policy Makers in terms of: optimizing resource utilization; raising the level of OBE; expanding access; planning self-closure of over served programs; offering programs responsive to industry needs; determining LCUs typology; contingency planning for amalgamation/mergers of programs for effective management; strengthening quality assurance. There was no difference between the level of preparedness of the Implementors in terms of the variables ANC, MAD and SID. From the findings of the study, strategic plans were recommended that can help LCUs implement HERA. Mixed methods of research which included quantitative data were gathered using a validated researcher-made survey questionnaire with Likert scales. The data were subjected to statistical analysis to test hypothesis. Qualitative data were interpreted, to derive the meanings and themes of the lived-in experiences of the participants which were digitally recorded, transcribed and processed for meanings, and themes. In conclusion, the LCUs are 'Moderately Prepared' to implement the HERA. They all have to work harder to fully implement the HERA.
