ABSTRACT: The qualitative research was undertaken to enhance the level of engagement of Semirara Mining Corporation's in Corporate Social Responsibility in which its mining operations have significantly affect the environment, the community, the economy, and the health and safety of the people living around the minesite. Specifically, this study has the following objectives: 1. What is the current status of Barangay Semirara with regard to the following aspects? a. Economic b. Environmental c. Social d. Political 2. What is the status of Semirara Mining Corporation (SCC) with regard to the following? a. Business Compliance b. Level of engagement in CSR 3. What are the CSR programs that can be enhanced to address the problems of the identified families of Barangay Semirara? The findings of the study are as follows: 1. There were 141 identified indigent families in Barangay Semirara in which each family has a gross annual income of 12,000.00 and below. 2. Major area of concern is economic followed by social, environmental, and the least is political. 3. The indigent families in Barangay Semirara are mostly concerned with alternative livelihood, adequate supply of electricity and water, strict policies of their fishing association (SEMFA) 4. Other concerns of indigent families are educational expenses for their children, effects of coal mining to their health, government regulations on environmental protection. 5. Community immersion determined the socio-cultural attributes of the indigent families which are: a. Single individual displays less verbal communication, demonstrates lesser availability for communication, and is hesitant to disclose personal information. On the other hand, they are intimate and personal with their families, contented with the existing environment, does not explore of what can be done better. b. Subgroups display strong communication between family or sitio/groups only, adheres to the culture that is presently prevailing, and are restricted to their own areas or territories. They also have fewer social classes and lesser social mobility. 6. SCC implements programs to comply with the conditions of Environmental Compliance Certificate (ECC) such as Multi-Parties Monitoring Team, Marine Assessment Studies/Surveys, and the Social & Environmental Development Programs. 7. The Social & Environmental Development Programs of Semirara are the existing CSR programs or the Five Es, which are Employment, Economic, Education, Electrification and Environmental Protection that needs to be enhanced in order to address the main concerns of the indigent families. The results of the study led to the following conclusions: 1. This study has reached, understood, assessed, and analyzed Barangay Semirara's socio-cultural situation that played a vital role in developing CSR concepts, tools, and approaches for the identified beneficiaries. 2. SCC needs to work on some measures on consensus on the scope of their corporate responsibility. It must gain a broader understanding of the concept of CSR. 3. With the existing economic and employment programs, there are still 141 indigent families in Barangay Semirara that are not being served by these programs. 4. CSR program lack of evaluating and measuring procedures that would extensively assess its impact to the community. 5. Participatory and proactive approaches are weak in terms of community involvement. Based on the finding and conclusions, the following recommendations were formulated: 1. Systematic stakeholder mapping through participatory methods to gauge and evaluate local and remote stakeholders in Barangay Semirara which are the 141 indigent families. 2. Establish a comprehensive participatory communication audit of the impact of the existing CSR programs of Semirara. 3. Develop methodologies to evaluate the socio-economic status of the indigent families. 4. Develop CSR policies and strategies guided by the goals and targets of the business compliance of SCC. 5. Build the appropriate CSR programs that will reach the most marginalized and least vocal members of the community. 6. Report CSR policies, strategies and results internally within the company, and externally to the public. The researcher has developed the Five I's implementation framework - Inform, Inspire, Integrate, Involve and Improve - in enhancing the existing CSR programs of SCC. The CSR Enhancement Program (CEP) was developed that will address the economic concerns of the 141 indigent families of Barangay Semirara. The CEP also aims to enhance the existing CSR programs, improve community dialogue and information sharing, involve the community in the whole CSR process, strengthen and reinforce the existing efforts of the community groups, SCC, and the community partners to further improve these programs.
