ABSTRACT The establishment of the first cooperative in Rochdale, England in 1844 has had worldwide impact on the economic and social life of people particularly the low-income families. Among those who suffer from economic crisis due to global and domestic problems are the Filipinos. Our government has been trying various ways and means to alleviate our people from poverty including the public school teachers. Former DECS Secretary Ricardo Gloria started to institutionalize the Teachers' Cooperative Program by converting the school canteens into teachers' cooperatives effective January 1, 1996. To date, his successors have continued to implement this program. The school principals have been lobbying members of Congress for the reversion of DECS Memorandum No. 408, s. 1995 while the teachers group has insisted for its retention. This stalemate has placed the DepEd into a dilemma. To help contribute to the resolution of this continuing controversy, this study pursued to assess the Teachers' Cooperative Program by looking into the perceptions of the four groups of respondents on the operation and management of school canteens in the DepEd, Manila during the School Year 2004-2005. This study sought to answer questions on the following: 1. The demographic profile of the school canteens. 2. The perceptions of the four groups of respondents. 3. The significant differences in their perceptions. 4. The impact of the turn-over of the school canteens. 5. Problems met by people operating the school canteens. The data-gathering instrument was the Survey Questionnaire on Teachers' Cooperative constructed by the researcher and validated through technical assistance of experts on cooperatives from the DepEd, Manila and the CDA using the our criteria in the DECS Order No. 95, s.1998. The Likert Scaling Technique and the Average Weighted Mean were used in the statistical analysis of data on the perceptions of respondents. TO determine the significance of their Mean Difference, the SPSS was used to compute for the ANOVA II with the (p) value at .05 level of significance. It rejected the Null Hypothesis that there is no significant difference among the perceptions of the four groups of respondents regarding the operation and management of school canteens in the DepEd, Manila. By using the SPSS through the Two-Way Analysis of Variance (ANOVA II) and the (p) at .05 level of significance, it was determined that in all four criteria used in their assessment, there were significant differences in the perceptions among the four groups of respondents. The total value of F ratio of 12.829 with its (p) is lower than .05 level of significance. This study revealed that most problems of the teachers' cooperatives are caused by non-implementation of DECS Order No. 95, s.1998. One of the major recommendation of this study is to allow the school principal to become an ex-officio member of the BOD of the teachers' cooperative in the school where he/she is assigned. Finally, the DepEd and the CDA must have closer coordination and effective linkages on the teachers' cooperatives.
