ABSTRACT: This study discusses the legalities of ukay-ukay ( used dry goods) trade through a 15-minte video documentary entitled Halukay Ukay. This video documentary tackles how ukay-ukay trade continue to operate despite the fact that there is a law, Repubic Act 4653, which bans the importation of used clothing or ukay-ukay as commercialized goods. The law aims to safeguard the health of the Filipino people and to protect the dignity of the nation. Moreover, it is a response to the call of local textile industry to stop the illegal importation of ukay-ukay goods, which affect their trade. This study hopes to inform the concerned government agencies on their duties in controlling ukay-ukay trade. Also, it aims to instill in the viewers, as consumers themselves, the truth behind the ukay-ukay goods that are intended as donations for the aid organizations during calamities and other needy times in the country.
