ABSTRACT: With the participation of 235 members of organized labor (the Traders Union Congress of the Philippines, Federation of Free Workers, and Kilusang Mayo Uno) and 87 officials of labor-related government agencies, business sector, and major labor groups in the country, this dissertation answered the following specific objectives. 1. To determine and analyze how organized labor perceives the stand of management and government about their group; 2. To examine the approaches adopted by organized labor in order to address its concerns as well as establish an acceptable partnership with management and government; 3. To examine the perceptions of officials of government and management other relationship with labor groups; and 4. To offer suggestions in aid of legislation and/or Collective Bargaining Agreement (CBA) and policy formulation to achieve a healthier and more productive partnership between organized labor, management and government. Qualitative and Quantitative data were collected for this paper using two separate instruments. Quantitative data were generated from members of organized labor. Qualitative data were gathered from officials of government agencies, business sector, and labor groups. The latter was made possible through the guided interview and focused group discussion. Descriptive statistics were applied on the quantitative data. The findings reveal that: 1. Both the Trade Union Congress of the Philippines and the Federation of Free Workers perceive management and government to be open to negotiations regarding their concerns. 2. The Kilusang Mayo Uno tends to maintain its militant stance in dealing with management and government. 3. Officials of government, business sector and labor groups recognize the need for a partnership among them, one which will mutually beneficial to all parties. 4. Tripartism is identified as one major strategy which need to be reinforced in order to strengthen the partnership between and among the three key players. Based on the above findings, some recommendations are advanced. These include a proposed bill to actualize the full implementation of the tripartite system and the provisions of the Labor Code as amended.
