ABSTRACT: Improving the quality of education especially in the public schools has always been one of the major concerns of every one in our country more so on the Department of Education. The increasing number of students who as studies reveal are way below the competency level of their actual grade and the increasing number of graduates who continue to perform poorly are seen as an alarming indicators of the quality of education schools turn out every year. Thus, it has become almost a self-imposed mission of every concerned education official and private individuals as well as to search for a well-meaning and innovative program, strategies even a curriculum that will effectively address this problem of education and contribute to the improvement of education in every school in our country. It is also along this background that Knowledge Channel was conceptualized by the Lopez Group of Companies in 1999 with ultimate goal of providing access to quality education to the millions of public school students nationwide by harnessing the power of television as a tool to educate the Filipino citizen. And pursuant to this common objective of improving the quality of education in the Philippines, representative from the Knowledge Channel Foundation, Incorporated and the Department of Education signed the first Memorandum of Agreement on June 28, 1999 at Pasig City to undertake programs that will supplement basic education in the pre-school, elementary and secondary schools. Whether or not Knowledge Channel as a program has succeeded in its noble objective, five (5) years after it was implemented in 1999 is the subject of this study. Specifically, it seeks to examine the effects of Knowledge Channel programs on teaching and learning of teachers and students in three (3) selected secondary schools in the Division of Manila, who has watched it from June 2002 to December 2003, under the following indicators: Awareness; Viewing Condition; Program Selection and Viewing Frequency, Classroom Integration, Students' Reactions and Teachers' Reactions. In addition, the research analyzes the strengths and weaknesses of the program for guidance purposes on its future status in the Division of City Schools, Manila. This study makes use of descriptive method and statistics to report significant findings. The study reveals the following significant findings that majority of the students and teachers who were asked to answer the distributed questionnaires are interestingly aware and familiar with the Knowledge Channel programs shown in televisions. The same number in fact watched these programs on a regular basis mostly in the Science room with Science subject as the most watched program by most of the respondents. Both teachers and students found the programs in Knowledge Channel interesting and said it helped improve their academic performance and helped them internalize specific values exemplified in their daily life activities. And while data would show that there are differences in the responses of teachers and students in some questions (table 4 to 10), such difference is not significant enough since there is a great interval in the number of samples, there are 251 student respondents and 28 teacher respondents. The researcher has several recommendations to individuals involved in this program as well as to education and Knowledge Channel officials for strengthening and institutionalization of the program which has been viewed by respondents as an effective educational intervention that improves teaching and learning.
