Summary, etc. ABSTRACT: STATEMENT OF THE PROBLEM: The study aims to assess the applicability of community development program of Central Azucarera Don Pedro as a strategy for human development. Specifically, the study answered the following questions: 1. What are the characteristics of the respondents? 2. What is the attitude of respondents toward the community development program of Central Azucarera Don Pedro? 3. What is the impact of social service program to the beneficiaries in terms of: 3.1 Health and sanitation 3.2 Education 3.3 Family life 4. Is there a relationship between program effectiveness and work performance of the respondents? 5. How do the following factors affect the respondents attitudes toward the community development program? 5.1 Education 5.2 Age 5.3 Socio-economic 5.4 Length of residency 6. How effective is the community development program in bringing about changes in the following: 6.1 Basic needs 6.2 Safety needs 6.3 Belongingness 6.4 Esteem needs 6.5 Cognitive needs 6.6 Aesthetic needs RESEARCH PROCEDURE The study was conducted during the second forthnight of January 1991 up to the first forthnight of February 1991. There were 85 respondents in the study, 21 of whom are community leaders and officers and 64 are community members from four communities, namely: Palico, Bilaran, Mambugan and Barrio Obrero. Researcher used three (3) instruments, namely: attitude, scale, perception scale and a questionnaire. The first two instruments, are the Likert-type scales. TREATMENT OF THE DATA Frequencies, percentages and rank were established to determine the impact of social service program. To show the degree of responses weighted mean value is computed. To determine the relationship between program effectiveness and work performance, Pearson r was computed. Chi-square was used to differentiate the responses of respondents across the four psycho-socio demographic variables. Correlation was considered at .05 level of significance. FINDINGS 1. Respondents are basically literate who are college and high school graduate (70.59%), most of them are on their late thirties and early forties, belong to the average socio-economic status earning an income of P400.00 to P4245.00, and bonafide residents who live in the community for about 23-29 years. 2. Respondents have a favorable attitude towards the community development program. The computed mean of the four communities was 3.69. Residents are satisfied with the program because of its responsiveness to their needs. Among the four communities, Mambugan showed a most favorable attitude towards the program with a mean of 4.04. 3. Social service program has a positive impact among the residents especially on education, health and sanitation. Social service is the most appealing program among the respondents with a mean of 3.76 because it answers their basic needs on health such as free clinic, feeding program and many others. 4. There is a relationship between program effectiveness and work performance. Computed value for leaders is .72 while .70 for members with an N of23 and 62 respectively. The program objectives were properly stipulated that serve as guide for the leaders and beneficiaries. 5. There are differences in the respondents attitudes toward the community development program along the following variables: education, age, economic level and length of residency. There are differences in the attitude of responses to the Community Development Program in terms of education. It proves that the lower the education the more open to change. Respondents whose ages range between 35-41 years show the most positive attitudes toward the community development program because they are already stable and can participate actively. Those whose monthly income are between P2964-P4245 are the most responsive to the CADP community program. Their meager income is supplemented by the livelihood projects. Residents who have been staying in the community from a period between 30-45 years also showed willingness to take active participation in the project. 6. Respondents indicate that there is a moderate change in their personal being, group and community as reflected in the following needs: physiological, security, belongingness, esteem, cognitive and aesthetic. Average mean is computed at 4.06. The program brought changes in the life of the people in meeting the needs through the process of community development. They were able to interact and involved themselves. CONCLUSIONS: The study showed that community organizing is an effective means for human development. In connection with the findings, it can be concluded that: 1. Attitudes toward community development is determined by respondents education, age, length of residency, and economic level. 2. Work performances of an individual and group depends upon the clear statement of program objectives and its implementation for h=the provisions of services to the community. 3. Community development program as an effective strategy answers the needs of the people in the different aspects: physiological, security, belongingness, esteem, cognitive, and aesthetic. The needs of self discovery and community involvement. RECOMMENDATIONS: Based on the findings and conclusions of the study the following recommendations are hereby presented: 1. Government policy makers should pass a law, mandating business organization, public and private alike to take corporate responsibility of citizens in their immediate community. 2. A replication of the study should be conducted in Urban and Rural areas to have a comparison regarding the responsiveness of Urban and Rural people towards the community development program. 3. Share findings to Government and Non-government organizations to encourage them to initiate the same undertaking for national development. 4. Further study is recommended regarding the perception of management vis a vis beneficiaries as to the effects and benefits derived from the program. 5. For the Social Development practitioner, form an organization wherein exchanges of strategies for human development can be shared, discussed, improved and the possibility of institutionalizing another filed of discipline. 6. Involve the participants of the study to take an active role in organizing other communities for them to reach their self-fulfillment.
