Summary, etc. ABSTRACT: The main objective of the study was to assess the outcomes of the Conditional Cash Transfers-4Ps program in Panay towards development of an enhanced model. The study aimed to assess the effectiveness of the implementation of the 4Ps program in Panay. Specifically, the study attempted to answer the following questions: 1. What is the demographic profile of the 4Ps beneficiaries and implementers of the program? 1.1 Age; 1.2 Sex; 1.3 Civil status; 1.4 Province; 1.5 Educational Attainment; 1.6 Monthly Household Income; and 1.7 4Ps Programs Participated. 2. To what extent is the 4Ps implemented in Panay in the area of: 2.1 Health and Nutrition; 2.2 Education; 2.3 Social Assistance; 2.4 Social Development; and 2.5 Economic Development. 3. When respondents are grouped according to their demographic profile, how do they differ in their assessment of the effectiveness of implementation of the 4Ps in Panay? 4. Is there a significant difference between the assessment of the implementers and beneficiaries on the implementation of the 4Ps? The number of 4Ps beneficiaries was selected through stratified proportionate sampling with the total number of 401 of 4Ps beneficiaries in Panay. Aklan has 61, Antique has 61, Capiz has 82 and Iloilo has 197 participants. The provinces were represented by the following number of beneficiaries: Aklan and Antique have 61 each, Capiz 82, while Iloilo has 197. The average age and sex of the 4Ps beneficiaries is 42 years old. Majority of the participants are female, with the total average of 83 (20.75%) males and 318 (79.5) females. In terms of civil status most of the 4Ps beneficiaries are married with the 299 (74.8%), single with the total of 57 of 14.25%; widowed with the total of 33 (8.25%). The least number is (12) the separated beneficiary (3%). The educational attainment of the beneficiaries categorized as elementary graduate had 80 (20%) participants, 245 high school graduates (61.25%) and college graduates with 76 (19%) participants. Most of the participants are high school graduates. Household monthly income of the beneficiaries had an average of Php6,439.000 per month. In terms of health and nutrition, all the beneficiary participants from the four (4) provinces of Panay assessed the programs to have reached an advanced level of implementation based on the weighted means generated from their ratings. Similarly, in the area of education all the indicators were assessed by the beneficiaries with advanced level of implementation. With regards to social assistance the indicators were all assessed to have an advanced level of implementation. In the area of social development, Aklan had an advance level of implementation. However, Iloilo implemented with high level in implementation. On economic development, the program was assessed as high in its level of implementation in the provinces of Aklan, Antique and Iloilo. Capiz is the only province that assessed the program with an advance level of implementation. Beneficiaries were satisfied with the program and it improved their lives against poverty in Panay. Over-all implementation shows that there is significant difference in the assessment of the effectiveness of implementation of 4Ps program when grouped according to province. Study revealed that there is no significant difference in the assessment of the effectiveness of in the implementation of the program when the respondents are grouped according to age, sex, civil status and educational attainment. There is no significant difference in the assessment of the implementation of 4Ps between the beneficiaries and implementers. The over-all implementation between the beneficiaries and the implementers of the 4Ps program are almost the same. All indicators were assessed by the respondents as to have an advance level of implementation. RECOMMENDATIONS: Based on the summary of findings and conclusions of the study, the following are recommended: 1. The government should establish additional measures through the layer grant scheme such as expanding the age of coverage of Pantawid Pamilyang Pilipino Program (4Ps), the amount of cash grant to a revised layer grant scheme similar to other Conditional Cash Transfer (CCT) programs. Increasing the monthly cash grants/assistance extended by the government would give additional support to the intended beneficiaries. This cash increase would be a great help for the beneficiaries to adapt to the current situation where the inflation is high and the economy in general is at lowliest level. 2. Implementers should further strengthen and improve their coordination efforts with other government sectors which play vital roles in uplifting the lives of the poorest of the poor. Validation of the program will guarantee for the inclusion of the poor and extremely poor in the country. This will redound to the improvement of the lives of the 4Ps beneficiaries that will cater to their health and nutrition, education, social assistance, social development, and economic development needs. Enhance the 4Ps program in Panay through strict selection, evaluation, implementation, and monitoring of the beneficiaries in coordination with other partnered-agencies. 3. Adopt the Sustainable Livelihood Program (SLP) among the 4Ps in coordination with the DSWD as the lead agency of the government in promoting the livelihood and welfare of the 4Ps beneficiaries. Through this Sustainable Livelihood Program (SLP) women participation are encouraged and empowered to facilitate different household activities. 4. Adopt and implement the Enhanced Model of Pantawid Pamilyang Pilipino Program Plus (5Ps): from Poverty to Prosperity as proposed and presented by the researcher in Appendix A. The intention of the enhanced model is to strengthen, upgrade, and serve as a long-term solution to poverty alleviation in Panay, anchored on the 0-10-point Socioeconomic Agenda. This is geared towards the Ambisyon Natin 2040 which articulates the Filipino people's collective vision of Matatag, Maginhawa, at Panatag na Buhay sa Lahat. 5. Government should strengthen international ties with other countries to attract more Foreign Direct Investments (FDI) which could benefit the Filipinos to generate more jobs/employment. This will benefit the graduates of the 4Ps beneficiaries especially those who obtained high academic performance in the school.
