ABSTRACT: The Administration of Justice is an elusive quest as reflected in the present backlog and delays in the trials courts' disposition of cases which have been an organizational and administrative problem of the judiciary. Whie several interventions have been made by the Supreme Court in the three projects: Judicial Affidavit Rule, Continuous Trial, and the Court Decongestion, it is theorized by the researcher that there is a need to institutionalize a multi-partnership among the pillars of the criminal justice system to foster technology-driven judiciary. This dissertation examined the response of the courthouse actors: clerks of courts, judges, and public prosecutors, in their assessment on the extent of implementation and effectiveness of he three projects in reducing the backlog of criminal cases. The researcher utilized a descriptive and analytic research design to describe and find the relationship among variables using t-test, Analysis of Variance, Post-hoc Test, and Pearson's Moment Correlation. To determine the current state of the projects implemented in the trial courts in the Philippines, online survey questionnaires were distributed to courthouse actors. The researcher generated primary data, qualitative and quantitative, to describe, compare, and correlate data using statistical analysis; and secondary data from books, journals, published materials, and official internet websites to supplement the primary data gathered in the documentary analysis. The dissertation revealed that while Continuous Trial is effective in reducing the backlog of all types of criminal cases, there are still factors that contribute to the backlog of criminal cases. The researcher proved the significant differences in assessing the extent of implementation of the three projects based on the respondents' profile, significant differences in assessment as to effectiveness, and significant relationship between the extent of implementation and the effectiveness of the projects in reducing the backlog of criminal cases. The policy intervention proposed by the researcher in reducing the backlog of criminal cases in the trial courts is the adoption by the Justice Sector Coordinating Council of a Joint Memorandum Circular designed to enhance and synergize project implementation and effectiveness to reduce the backlog of criminal cases. The Supreme Court should adopt and implement the proposed policy program on the Electronic Case Management Program, an approach to differentiated case management, shared criminal justice data, and case-flow management projects. The Supreme Court shall collaborate with the Department of Information and Communications Technology (DICT) to institutionalize the multi-partnership of the pillars of the criminal justice system as an answer to the elusive quest for the efficient and effective administration of justice.
