Formatted contents note ABSTRACT: Transportation is one vital aspect for human life and if traffic management is inefficient, it can result in a range of conflicts on the road and the most serious of which is traffic congestion, which the country is currently suffering from, especially urban areas. In regards to this, the researchers selected Taft Avenue in Manila as its study area, and they sought to determine the segmental congestion index and determine where exactly congestion exists in the study area, as well as its characteristics and severity. The study area was divided into three segments for better interpretation and generation of much precise results regarding congestion. The researchers utilized the Moving Vehicle Method for data collection, which was done over the course of a seven-day (Monday to Sunday) traffic survey that took place during morning peak hours (8:00 AM – 10:00 AM) and evening peak hours (5:00 pm – 7:00 PM), and a one-day traffic survey was conducted during midnight (11:00 PM – 1:00 AM) for the free flow travel time. These data were used to obtain the travel time model of the study using Multiple Linear Regression analysis via Microsoft Excel. The researchers the used the Mean Absolute Percentage Error (MAPE) equation to analyze and determine if the model is accurate and trustworthy. The average difference between anticipated and actual trip time was 4.8%, indicating that the model performed a satisfactory value in forecasting. From the value of congestion indices in the study area, the researchers determined that each segment of the study area required additional involvement from traffic management planners since they all obtained a Congestion Index (CI) categorization of Highly Moderate or Highly Congested. As the segment from Quirino Ave. to Pedro Gil St. had the greatest CI value, planners must focus on this segment wherein the causes of congestion must be thoroughly assessed and eventually propose appropriate solutions.
