Summary, etc. To achieve the purpose of the study, a total of 293 respondents representing three groups: higher educational institutions-based arts groups, government cultural agencies; and pool of experts who are respected in the field of culture and arts were purposely sampled. To supplement the data yielded by the survey questionnaire, documentary analysis of relevant NCCA and other cultural agencies files was also done. Significant findings of this study were used as a basis in developing and concretizing a number of cultural indicators. 7. Statement of the Problem The study attempts to examine the management of implementation of priority policies and the six major program thrusts of the NCCA contained in the MTPDP 2004-2010 Chapter 20 on culture. Specifically, the study sought to answer the following questions: 7.1 As assessed by the respondents, to what extent have the following programs been implemented by the Commission: 7.1.1 Culture and Development; 7.1.2 Program of Artistic Excellence 7.1.3 Promotion of Culture and Arts 7.1.4 Conservation of Cultural Heritage 7.1.5 Culture and Diplomacy; and 7.1.6 Culture and Peace? 7.2 How significant is the difference in assessments of the three groups of respondents to the extent of implementation of the aforementioned programs? 7.3 To what extent the Commission has applied the principles of good governance in the implementation for its priority policies contained in the MTPDP 2004-2010? 7.4 How does the Commission maintain linkages between and among agencies inn pursuit of cultural development? 7.5 What are the problems encountered in the implementation of policies and programs? 7.6 What solutions can be offered to address the problems encountered in the implementation of the policies and programs of the Commission? 7.7 What cultural indicators can be derived from the six programs that could measure policy and program implementation success or failure? 8. Research Design Descriptive method of research was used and undertaken through a survey questionnaire. Documentary analysis was also undertaken. 9. Treatment of Data Statistical tools were used to analyze and interpret the data included percentage, means, weighted means, and analysis of variance (ANOVA). The F-Test of Analysis of Variance (ANOVA) at .05 level of significance was used to compare the assessments of the 3 groups of respondents. 10. Summary of findings 1. Extent of implementation of the six major programs The extent of implementation of the six programs is varied, to wit: The Program for Artistic Excellence and Conservation of Cultural Heritage Program are assessed as great extent. On the other hand, the four programs, namely: Culture and Development Program, Promotion of Culture and Arts, Culture and Diplomacy and Culture and Peace manifest a response of moderate extent. 2. Results of testing the hypothesis There is no significant difference in the assessments of the three groups of respondents on the 5 major programs of the NCCA. The 2 groups of respondents, i.e., the higher education institutions-based arts organizations and cultural workers of government cultural agencies did not significantly differ in their assessment in all of the six programs. However, the group of experts significantly differs with the other two groups in the Culture and Peace Program. Hence, in this study the hypothesis to the effect that there is no significant difference in the assessments of the three groups of respondents on the extent of implementation of the 6 programs was confirmed/accepted is true for only 5 programs but not for the Culture and Peace Program. 3. Application of the imperatives of good governance in the implementation of priority policies The extent of application of good governance in the implementation of priority policies contained in the MTPDP 2004-2010 manifest a response of moderate extent. 4. Extent of linkages of NCCA between and among key partners and other agencies The extent of linkages of NCCA between and other agencies is assessed to be moderate, however variable H-1: supports arts and culture projects of LGUs arts council, arts groups, higher education institutions and other culture agencies in terms of funding and technical assistance got great extent response. 5. Problems encountered in implementation Responses to problems encountered in implementation is generally assessed as partly agree. 6. Solutions offered to address the identified problems The responses of the three groups of respondents to the solutions offered to address the identified problems is agree. Conclusions In the light of the findings of the study, the following are drawn: 1. The implementation of the policies and the six major programs from the three respondent groups is claimed to be implemented moderately if not, to a great extent 2. The LGU personnel of Manila and Quezon City are not actively involved in the implementation of culture and arts programs 3. The HEIs and government cultural agencies did not significantly differ in their assessments of the Culture and Peace Program, however the group of experts significantly differs in their assessment of the Culture and Peace Program. 11. Recommendations 1. LGUs Manila and Quezon City need to strengthen its involvement and participation in cultural programs and projects. 2. The NCCA must consistently pursue continuing and sustained efforts in generating data towards formulation of additional cultural indicators. 3. The NEDA Project Monitoring Staff must provide formal trainings particularly on results monitoring and evaluation (RME). 4. Implementers of cultural agencies and arts groups must have formal training and substantial work experience to command respect and hence, competency to implement all aspects of the program. 5. Persons involved in the implementation of cultural programs must maintain a high standard of ethical behavior to ensure fair and equitable delivery of services. 6. The bi-monthly newsletter of the NCCA, AGUNG needs reformatting to basically contain only pertinent culture and arts information. 7. The internal audit service should regularly monitor the continuing and sustained application of the imperatives of good governance: accountability, transparency, participation, sustainability, efficiency and effectiveness. responsiveness, and leadership in policy and program implementation. 8. The NCCA as lead agency for culture and arts must further intensify efficiently and effectively the implementation of the six programs to achieve maximum impact. 9. For further studies, cultural indicators the would measure the contributions of culture and arts, particularly creative industries to the national economy is strongly suggested to future researchers. 10. NCCA to strictly stress and regularly monitor the application of good governance through the Project Monitoring and Evaluation Division and for the Planning and Policy Office to undertake continuing data gathering. 11. Similarly, research on indicators of good governance should be pursued by future researchers to further improve the effectiveness of policy and program implementation.
