ABSTRACT: The Party - List System was mandated for the representation of the marginalized and underrepresented sectors of the Philippine society. With this kind of system, different Filipino sectors are given opportunity to voice out their rights through their incumbent representatives in Congress. Each Party-List represents different sector. A Party-List cannot govern without its vision, goals, and objectives, which serve as their guide to the sector they represent. All Party-Lists serve to promote and to fight for the rights and welfare of their people. On the other hand, they specifically differ in terms of vision, goals, and objectives. During the May 2004 elections, Akbayan and Buhay Party-List one of the prominent parties who won. To win the elections, parties must effectively meet their vision, goals, and objectives to their members. Campaign strategies, political machineries, funds, programs and propagandas are the most vital factors to win an election. With this, the researchers attempted to analyze the two party-lists in terms of their vision, goals and objectives and other variables.;Undergraduate Thesis (BSE major in Social Studies) Pamantasan ng Lungsod ng Maynila, 2004. 56
