Action note: In: Summary: ABSTRACT: The author distinguishes between juvenile delinquency, which concerns Smoking and Drinking offenders apprehended by the Barangay and declared delinquent by a Counsellor, and delinquent behaviour which refers to offensive behaviour - detected or not. Following a brief consideration of the typological approach, the author provides the background for the study, including children in conflict data, the sample population, interview, validation procedures, measures of delinquent behaviour, and specific behavior delinquents. Chapter thrre examines the character of such delinquent acts as Smoking and drinking. The author provide step by step plan for underage from 13-18 years old who attempt more than 2 or more crimes against the law. The author develop the chatbot system for the counselling as an alternative way to the juveniles who hesitate the feelings and emotions to express the reason why they do that king of behavior.
