ABSTRACT: Since the full implementation of Republic Act 10029 or the Philippine Act 2009, Psychology as a profession has been protected and regulated to be able to safeguard the public seeking different psychological services. Thus, to ensure that the quality of psychological services provided, the professional should be competent enough to deliver expected services from him or her. The purpose of this research is to know the competence of government psychologists and psychological service providers in terms of psychological assessment, clinical diagnosis and ethical competence and identify what are the five most used ethical practices in their workstations. The results of which will be used to know what clinical supervision model can be best adopted for them. Using descriptive correlational type of research, researcher was able to establish that there is a significant relationship in the competence between Clinical Diagnosis, Psychological Assessment and Ethical Practice. All these variables have a marked positive relationship to high positive relationship among each other. There is a marked to moderate relationship between age, educational attainment and length of service with clinical diagnosis as well as with psychological assessment. While in terms of ethical practice, there are no relationship with age and length of service, which shows that age and length of service doesn't matter to be ethically competent person. However, there is a low significant relationship with between ethical practice and educational attainment. Based from the gathered data Falender's Competency Based Approach to Clinical Supervision can help increase and sustain the competence of the government psychologists and psychological service providers.
