There is need to strategically manage URO resources and opportunities, to enhance its strengths, control its weaknesses, utilize opportunities, and minimize threats. (3) | | -- The identified roles of the Registrar's in the proposed system are linked to the importance of information as a crucial resource for decision-making. The URO as an active data collector must be able to process these data into usable information which has to be disseminated or shared with other units of the university. Based on the findings and conclusions of the following recommendations are forwarded: (1) | -- The Proposed Registrar's Office Management Information System (PROMOIS) be implemented as presented. The proposed system contemplates a synthesis of computer and information technologies with the existing procedures of the URO. (2) | Registrarship as an important component in the stability of the educational system must be professionalized. What information management system(s) and technology(ies) can be used to improve the University Registrars Office delivery of services and data and information dissemination capabilities? (4)

On the assessment of the performance of the PLM URO: (a)

The respondents assessed the URO's performance as satisfactory. (b)

Students and Alumni generally rated the URO lower compared to the higher assessment of administrators, faculty and employees in all of the areas assessed. (c)

Among the students, old students, i.e., sophomores and above, generally rated the URO lower compared to the freshmen in majority of the URO operations assessed. (2)

The organizational strengths of the Registrar's Office include its leadership and dedicated, competent staff. (b)

The organizational equipment weaknesses of the URP are its obsolete equipment, compounded by the intensive manual operations, filing system, and paper based services. (c)

The environmental opportunities are its prospects as a model for other registrar systems. (d)

The environmental threats which impact on the registrar's office are management priorities in support of the programs and plans envisioned by the Registrar's Office. (3)

The results of the systems analysis and design, specifically the proposed information management systems for the PLM URO consists of five data bases (Students MIS, Curriculum MIS, Faculty MIS, Equipment and Facilities MIS, and Linkages MIS) in support of its four subsystems (Enrollment, Student Records, Reports Generation, and Linkages). (4)

The analysis of various URO operations and functions under the proposed MIS and in the light of PLM goals and visions underscores three new URO important roles: (a)

Data Collector. The URO as the prime University unit in charge of students records and admission, registration and enrollment, coordinator of course scheduling and room assignments, etc., is in strategic position to act as a reliable collector of data for academic planning and development. (b)
