ABSTRACT: The stimulus of this study was provided by the speedy procurement and implementation of the Fernando City Sanitary Landfill project in La Union which is a result of an innovative International Competitive Bidding (ICB) level Design-Build-Operate (DBO) procurement arrangement where design, construction and operation were bunched in a single contract. On the other hand the earlier experiences from the Carmona and San Mateo landfills indicated of the problems that the disjointed procurement and implementation is not the way to do a landfill, such facilities were designed and constructed as landfills but were not operated as such and were subsequently closed due to environmental concerns. This study aims to find out whether the ICB-DBO can be adapted and customized as a specialized bidding documents under the National Competitive Bidding (NCB) method for issuance under the Implementing Rules and Regulations (IRR) of RA 9184. The national government recognized the severity of the country's garbage problem and had established sound strategy for solid waste management through the passing of the Ecological Solid Waste Management Act of 2000 (RA 9003). However, compliance on the mandate of RA 9003 to convert dumps to sanitary landfill by February 2006 is insignificant. With an estimated solid waste generation of 24,000 tons per day only two sanitary landfills with a combined capacity of 2,300 tons per day are into operation and that three others are being constructed while the 734 open and 262 controlled dumps continue to operate and pose environmental hazard to the public.
