ABSTRACT: Encroachment is a phenomenon in public relations that occurs whenever professionals in the field of law, marketing or other discipline occupy a public relations top management position in the organization. It may happen in three ways, by authority of top management, structurally, or functionally. The researcher having read and studied on public relations encroachment observed that in the course of her research, not one study related to PR encroachment has ever been conducted in the Philippine setting. She then explored the idea of pursuing one to show the prevalence of the theory in the local PR practice as well as its effect in the organization and its people. Using a purposive sampling of 25 qualitative respondents, the researcher gathered and analyzed data to prove the prevalence and existence of PR encroachment. Results suggest that the practice of PR encroachment does exist at all three level, but most evidently at the functional level due to the blurry lines between the Public Relations Department and Human Resources Department in terms of employee communications. Results also suggest that a strong foundation in PR education and experience in the industry are powerful tools to minimize the occurrence of encroachment.
