ABSTRACT: INTRODUCTION: With the advent and advantages of outdoor advertising, countless billboards sprout in busy streets. Given the arduous competition in this industry, billboard owners are doing any possible means for potential consumers. THE PROBLEM: This qualitative study sought to identify the perception of participants on the content and structure of EDSA Guadalupe billboards. METHODOLOGY: A survey form was designed to know their demographic profile and to find out their significant differences on the content and structure of billboards. Interview with the government agencies and billboard owners were done to further clarify the issue. FINDINGS AND CONCLUSIONS: A consensus specification on the sizes, heights, locations, etc. was achieved. Moreover, this showed that there is no governing body that upholds its safety and general interest, consequently demystifying this billboard issue. RECOMMENDATION: To amend the current billboard on signs was proposed, adding restrictions on the size, height, parameter and location areas of billboards, as well as specific office designed for billboards.
