ABSTRACT: This study aimed to find out the competitive attitude and efficiency of production worker as an input for strategic management implementation. Specifically, it seeks to determine the level of competitive attitude of one hundred thirty eight regular and eighty contractual production workers of Phil. Belt Manufacturing Corporation, the level of efficiency of regular and contractual production workers, the significant difference on the level of competitive attitude between regular and contractual workers, the significant difference on the level of efficiency between regular and contractual production workers and the relationship of competitive attitude and efficiency between regular and contractual workers. The researcher identified the level of competitive attitude and production efficiency of regular and contractual production workers for the period January - June 2010. A total of 2118 production workers were then given a competitive attitude questionnaire which was then analyzed as to the level, significant difference between regular and contractual production workers and the relationship of competitive attitude and production efficiency. Stepwise, using statistical software, the level of competitive attitude and production efficiency, significant difference between regular and contractual production workers and the relationship of competitive attitude and production efficiency has been also analyzed. Findings revealed that the level of competitive attitude of regular production workers of PBMC has a mean of 2.30 which is on the average level. The level of competitive attitude of contractual production workers of PBMC has a mean of 2.11 which is on the average level. Production efficiency for January to June 2010 of regular production workers falls within 96% which is qualitatively rated as above average level. Production efficiency level for January - June 2010 of contractual production workers falls within 97% which is also qualitatively rated as above average. Another important finding of this study is the significant difference on the competitive attitude between regular and contractual production workers since the computed p value of 0.00171 is greater than the tabular value of 0.05. This means that there is a difference that exists on the competitive attitude of regular and contractual production workers. Further findings of this study is the significant difference on the level of efficiency between regular and contractual production workers specifically from January - April 2010, however, a significant difference for May- June 2010 has been found. Lastly, production efficiency and competitive attitude shows low relationship and no significant difference has been found between regular and contractual production workers. Thus, it can be concluded that the level of competitive attitude is on the average level and the level of production efficiency of both regular and contractual production workers is on the above average level, level of efficiency of regular and contractual production workers is the same, there is a significant difference on the level of competitive attitude between regular and contractual production workers and the production efficiency and competitive attitude has low relationship and lastly, since production efficiency is tied up with incentive, it is concluded that incentive, indeed is helpful in management's thrust to attain overall company's objectives in regards to production output. Therefore, it is recommended that counseling needs to be incorporated to the present incentive program so that production workers will be really taken care of in terms of boosting their morale especially if they will not attain the target production efficiency. This will ensure to bring out that the most important asset which is the human resources are valued and taken care of.
