Action note: In: Summary: ABSTRACT This study was conducted in order to construct an Information Communication Technology Framework for Higher Education Institutions (HEIs). To do this, the researcher had to evaluate three groups (students, teachers, and administrators) in their extent of adherence to ICT standards for learning, teaching, and managing in the digital age. Their assessment of their respective institutions in terms of observance of essential conditions to leverage technology for learning was also examined. The researcher made use of a self-made survey anchored on the standards set by the International Society of Technology Education (ISTE). Experts in the area of education, information technology, and related fields served as consultants in developing the instruments. The Cronbach's Alpha test of reliability was also performed on the survey questionnaires to ensure acceptable psychometric qualities. The seven HEIs that took part in the study are Colegio de San Juan de Letran in Manila, De La Salle University in Dasmarinas, Cavite, Lyceum of the Philippines in Manila, San Beda College in Alabang, San Sebastian College Recoletos in Manila, Southville International School and Colleges in Las Pinas, and University of Santo Tomas in Manila. The data gathering took over two months while the focus group discussions (FGDs) were conducted in a span of three months for the three groups of respondents. Five individuals belonging to at least three different schools that took part in answering the questionnaires were the participants in the FGDs. The Bonferroni post hoc test results served as the guide in asking questions. Results show that all three groups of respondents adhere to standards for learning, teaching, and managing in the digital age to a great extent with the students garnering the highest rating in the prescribed standards followed by the teachers then the administrators. It was found that there was no significant differences in the way the three groups of respondents adhere to standards in the digital age. However, there were significant differences in the areas of Consistent and Adequate Funding, Ongoing Professional Learning, Technical Support, Curriculum Framework, Assessment and Evaluation, Engagement Communities, Support Policies, and Supportive External Context when they assessed their institution's observance of essential conditions to leverage technology for learning. Based on the foregoing findings, a proposed ICT framework for HEIs was created. Other editions:
