ABSTRACT: This study highlights the present reading proficiency level in speed and accuracy, comprehension and vocabulary of TECH-VOC students in the National Capital Region and the level of their performance in the National Achievement Test for school year 2009-2010 and a reading enhancement program that will improve and reinforce the reading skills and abilities of the respondents in improving their reading proficiency. The study made use of the descriptive method of research aided by secondary data such as GMRT scores and the NAT results of Second Year students which were statistically treated for the purpose of the study. The subject of this study are the five hundred ninety one (591) Second Year students of the four Technical -Vocational (offering STVEP-CB Curriculum) schools in the National Capital Region. The empirical data reveal serious problems in the speed and accuracy and vocabulary skills; however, they displayed satisfactory performance in the comprehension category. The respondents showed dismal performance both in the GMRT and the NAT. Their performance level in English, Science and Mathematics subjects is average mastery. The results further revealed that the student-respondents have not also developed the required learning competencies in English, Science and Math subjects appropriate for Second Year students. And this alarming because this gives a clear picture of the present educational system. The strengths and weaknesses of the learners in relation to the mastered and least mastered learning competencies by subject area. The baseline data therefore, could be utilized by the schools/divisions in preparing action plans and intervention programs for the improvement of instruction and to raise the achievement levels of learners in the future. The study also shows significant relationship between the reading proficiency and the performance level in national achievement tests likewise the very serious degree of the reading problem among the student-respondents. Finally, the study ends with an enhancement program to assist supervisors, school administrators, head teachers and classroom teachers in addressing areas where learners have shown least mastery in English. Moreover, this study will assist and guide educators and mentors in curriculum planning; materials development and instructional decision-making to achieve quality education in the country.
