ABSTRACT: Selected construction companies engaged in general construction management of high rise building projects have always encountered the complicated and bulky work of evaluating progress billing. The on-time payment collection of billing will greatly enhance the timely completion of the project since it will help the Constructors to continue financing the project. This study to present the analysis on the accuracy of progress billing based on the proficiency of knowledge and skills of technical personnel from selected construction companies. Knowledge gives emphasis on the awareness of technical personnel in contract agreement of the project and its limitation on the scope of work and management documentation. It also includes the academic background of the technical personnel. Skills on the other hand define the ability of technical personnel to evaluate progress billing in actual site conditions and experiences. The proficiency on knowledge and skills are determined and defined by the technical personnel on how their colleagues perform the job. The date from the survey and response on the interviews are the basis of analysis on the accuracy of progress billing. The results of the study show that most of the proficiency in knowledge and skills belong to insufficient level and these proficiencies should be improved. Therefore, it can be concluded that the practice in the accuracy of progress billing by technical personnel of selected construction companies is not 100% accurate. There are only 40% sufficient and 60% insufficient for both proficiency in knowledge and skills in the accuracy of progress billing. It is then recommended that every construction company should initiate the strict practice of proper management system and establish a continuous training program to enhance the knowledge and skills of technical personnel in determining the accurate progress billing.
