ABSTRACT : Gloria Macagapal Arroyo, the embattled president of the Philippines, likened the movement for changing the Constitution to an unstoppable train a few months ago. In the minds of many Filipino voters, who are being asked to support a switch from a US-style presidential form of government to a parliamentary one, it evoked a government in hurry. Supporters of charter change think the change will lead to better government and speed the passage of bills. They are telling Filipinos that the world's more successful economies have parliamentary systems. Opponents say this is a palace-backed scheme to help Arroyo ride out a political storm over allegations of electoral fraud, and will only benefit the oligarchy which has run the country -- badly, they claim -- for generations. A Supreme Court ruling in 1997 that the law was inadequate to support a people's initiative still stands, and any verification of signatures in the people's initiative by Comelec probably carries no legal weight. 56
