Statement of the Problem: The study aimed to propose a policy framework for the Dual Training System towards an improvement of the academe-industry business collaboration. Specifically, it determined to find answers to the following sub-problems. 1. What is the status of the extent of implementation of academe-industry business collaboration across the five DTS components as assessed by the academic institutions (AIs) and industry partners (IPs) in relation to the following: 1.1 Marketing; 1.2 Human Resources; and 1.3 Finance? 2. Are there significant differences in the assessment of the two groups of respondents on the extent to which the above-cited components of the DTS program are implemented? 3. What are the problems encountered by both AIs and IPs in the implementation of the components of the DTS program? 4. What are the problems encountered by the trainees with regard to the training programs and financing schemes of the DTS program? 5. What policy framework can be proposed to address the problems on AIs, IPs and trainees? Hypothesis: The researcher tested the null hypotheses to determine if there are no significant differences in the assessment of the two groups of respondents on the extent of the DTS program are implemented with regards to the following components: 1.1 Training Programs; 1.2 Training Partners; 1.3 Status of the Trainees; 1.4 Financing Scheme; and 1.5 Incentives. Research Design: To answer the objectives of the study, a descriptive research was utilized applying survey method with the use of a self-made questionnaire among accredited fifteen (15) academic institutions (AIs) and thirty four (34) industry partners (IPs) and seven hundred ninety seven (797) trainees in Region IV-A as of March 2011. SPSS was used to facilitate the treatment of data utilizing descriptive statistics and t-test. Findings and Conclusions: The study aimed to propose framework for the Dual Training System (DTS) towards the improvement of the academe-industry business collaboration. On the status of the extent of implementation of academe-industry business collaboration across the DTS components as assessed by the academic institutions and industry partners in relation to marketing, human resources and finance. For the components is on the training partners under marketing academe-business industry collaboration particularly with AIs shows that the function of training coordinator and conduct orientation of the DTS were fully implemented. The rests were described to be only extensively implemented such as promotional strategies/activities of the DTS; strategies to select a training partners; function of the industrial coordinator; staffing enhancement activities; and employment of DTS graduates. Moreover, the IPs believed that training partners in the marketing academe-industry business collaboration were fully implemented in terms of function of industrial coordinator; function of the training coordinator; conduct orientation of DTS; and employment of DTS graduates. The rests of the items were extensively implemented such as promotional strategies; strategies to select a training partners; and staffing enhancement activities. For human resource, all items cited under marketing academe-industry business collaboration area were likewise mentioned with additional items like staffing requirements needs to implement DTS, functions of Industrial Coordinating Office and screening trainee applicants. Eight (8) items were fully implemented such as strategies to select a training partners; staffing requirements needs to implement the DTS; functions of the training partners; functions of industrial coordinator function of the training coordinator screening trainee applicant; and conduct orientation of the DTS. The remaining three items such as promotional strategies; staffing enhancement activities; and employment of the DTS graduates were described as only extensively implemented. As to human resource academe-business industry collaboration on training partners, IPs opined on the following items as fully implemented: staffing requirements needs to implement the DTS; functions of the training partners; function of the industrial coordinator; function of the Industrial Coordinating Office; screening trainee applicants; conduct orientation of the DTS; and employment of the DTS graduates. Items that were only extensively implemented are as follow: promotional strategies/activities of the DTS; strategies to select a training partner; and staffing enhancement activities. AIs described the finance academe-industry business collaboration with regard to training partners in terms of promotional strategies/activities of the DTS and strategies to select a training partners s only extensively implemented while functions of the training partners as fully implemented. On the other hand, the IPs have the following observations on the industry partner components: fully implemented on the functions of the training partner while extensively implemented on the functions of the training partner while extensively implemented on promotional strategies /activities of the DTS and strategies to select a training partner. It is worth mentioning that among the common items shared by the three areas of academe-business collaboration (i.e., marketing, human resource and finance) under the industry partner component, it was repeatedly mentioned promotional strategies/activities of the DTS and strategies to select a training partner as only extensively implemented thus an action is needed for further improvements on this aspect. The study concluded that under marketing and human resource academe-industry business collaboration, AIs observed both were fully implemented while for human resource, while the finance academe-industry business collaboration some items perceived to be extensively and fully implemented. On the other hand IPs have the same perceptions for marketing and human resource academe-industry business collaboration as fully implemented. For the finance academe-business collaboration IPs mixed observations such as on the industry partner component and promotional strategies/activities of the DTS and strategies to select a training partner as fully and extensively implemented, respectively. The second component of the DTS refers to the training program. Both AIs and IPs noted that these were fully implemented. For marketing academe-industry business collaboration, this refers to training location consideration while human resource academe-industry business collaboration was wider since in addition to these two, the training equipment and facilities were included. For AIs, as mentioned earlier all items were fully implemented as manifested by the results of the various computed weighted means: the training location consideration and training plan for marketing and human resource academe-industry business industry collaboration, respectively. But, for the finance side, other than training location consideration and training plan, it also covered the training equipment and facilities. On the other hand, IPs' training location consideration under the marketing academe-industry business collaboration; training plan under human resource academe-industry business collaboration and for the finance academe-industry business collaboration, it has the following sub-components: training plan; training equipment and facilities; and training location consideration. It was concluded that both AIs and IPs noted that these were fully implemented. The third component of DTS refers to the status of trainee. It only describes the function of the trainee in all areas of the academe-industry business industry collaboration. AIs under the human resource academe-industry business collaboration believed that it was fully implemented but for the marketing and finance academe-industry business collaboration had described otherwise, it was only extensively implemented. However, for the IPs, they observed that in all academe-industry business collaboration, it was fully implemented- marketing, human resource and finance. AIs under the human resource academe-business industry collaboration believed that it was fully implemented but for the marketing and finance academe-industry business collaboration have described otherwise, it was only extensively implemented.
However, for the IPs, they observed that in all academe-industry business collaboration (i.e., marketing, human resource and finance), it was fully implemented. The fourth component of the DTS is the financing schemes which describe the source of funds and financing the operations. AIs have different point of view on the extent of implementation from the three areas of academe-industry business collaboration. From the marketing academe-industry business collaboration, both items were considered by AIs as fully implemented- source of funds and financing the operations. On the other hand, from human resource academe-industry business collaboration, AIs only considered source of funds to be moderately implemented and financing the operations as only extensively implemented.
