ABSTRACT : The study was a Participatory Action Research towards improving instructional leadership and strategies. Having been to a graduate school, students are meant to bring a culture of research to various institutions that employ them or where their presence may be such as communities, organizations, and personal life. Ultimately, research viewed as a culture implies a way of looking at life. Research as productive scholarship is linked to Instructional Leadership which is the measure of the ability of the professors to facilitate emancipation and learning regardless of the barriers and enable the learners achieve high quality learning efficiently. The study concluded that the greatest part is not done in 54 hours of Methods of Research but rather in the educational pedagogy and learning culture that is employed in the overall period of studying in tertiary and more so in the graduate school. Weak academic training leads to poor research quality and interest. 56
