ABSTRACT : This policy review is a response to the call of the Energy and Commerce Committee for Communications Act Update. The primary body of Communications Act was passed in 1934 and while updated periodically, it has not been modernized in 17 years. The update must fulfill the requirements of the 21st century and rapid changes in telecommunication technology. 56
