ABSTRACT: This qualitative study employed a thematic analysis approach to explore the implementation of Republic Act No. 6972, also known as the Barangay-Level Total Development and Protection of Children Act. The focus was on establishing a Daycare Center in Barangay 391, Zone 40, District 3, Manila. The research examined the lived experiences, perceptions, and contributions of key stakeholders, including the barangay chairman, Manila Department of Social Welfare (MDSW) focal person, child development worker, and parents, to identify the challenges, barriers, and successes in program implementation. The data were collected through semi-structures interviews and analysed to derive themes related to program management, resource allocation, facility maintenance, and community involvement. The findings revealed that stakeholders acknowledge the daycare center's significant role in promoting early childhood development through foundational education, nutritional programs, and social interaction. The parents also observed improvements in their children's cognitive and social skills, while barangay officials emphasized the importance of collaborative efforts and budget adjustments in sustaining the program. The study underscored the importance of stakeholder collaboration, effective resource management, and consistent monitoring in achieving the objectives of RA 6972. This study highlighted the successful implementation of RA 6972 in Barangay 391 on how collective effort and innovation could overcome systemic challenges and resource limitations. This case study served as a model for city areas aiming to improve early childhood care and development. Insights from Barangay 391 contributed to the broader discourse on implementing community-based childcare policies in urban settings to achieve long-term sustainability and equity in community-based childcare services.
