ABSTRACT: To solve the squatting problem in the urban areas like Tondo, the government initiated housing and development program for the place. Smokey Mountain, which was first a dumping area, is now rehabilitated and developed to a housing project now called the Paradise Heights. But, due to some reasons awardees of units in Paradise Heights, sold, leased and pawned their unit and squat again in the nearby barangay, the Brgy. 105. After doing a survey and in depth interview on the three depressed areaof Brgy. 105, namely, Aroma, Happyland and Sitio Damayan, the researchers were able to determine the practices in professional squatting and the reasons for doing, the price ranges of selling, leasing or pawning a unit or grant, and the existing and future plans and courses of action of the local barangay of Brgy. 105 and government agencies such as Naional Housing Authority, Housing Development and Urban Development Coordinating Council, Metropolitan Manila Development Authority and Philippine National Police-Station 1, regarding the issue of professional squatting in the said barangay. In the end, the study was able to determine that professional squatting is being done in Brgy. 105, Tondo, Manila by selling, leasing or pawning their unit and squat again on another area. The residents have been doing this illegal act due to economic, personal and social reasons. Although the government has existing programs against professional squatters, these programs are not being implemented in the locale.
