ABSTRACT: Academic credentials verification is conducted to validate the details and informationsubmitted by an individual. It helps maintain quality and integrity in the modern workforce. However, as cases of generating fake and forced documents increase, the sufficiency and efficiency of existing verification processes are being put into doubt. In this study, the proponents developed a system for issuance and verification of academic credentials using Web 3 technolgies, specifically blockchain technology and the Interplanetary File System (IPFS). The propon ents used an explanatory sequential mixed-method design to create the online application. This process includes an initial qualitative phase that consists of analysis, design, and review. A quantitative phase that offers more validation and insights come next. The results show that the researchers are successful in issuing records surely via IPFS and verifying the integrity of issued records from the system through a portal. Various tests usinga confusion matrix and checksums validated the system's robustness in issuing tamper-proof documents. The evaluation of the study using ISO 25010 including Functional Suitability, Performance Efficiency, Usability, and Security presented a Very Satisfied rating from the 71 respon dents, with responses having a mean ranging from 4.6 to 4.82, which highlights potential user's acceptance of the concept of the system. The conclusion based on the entire conduct of the study demonstrates the effective creation of a web-based, three layered system with a focus on decentralization, transparency, and immutability that is indeed to be used for the safe issuance and verification of academic records. The solution ensures efficiency and dependability by automating the procedures involved in issuing and confirming academic credentials through the incorporation of smart contracts. Furthermore, the use of the legitimacy and non-repudiation of digitally signed documents. This all-inclusive strategy promises increased confidence and effectiveness in academic credential verification procedures, signalling a substantial breakthrough in the field of academic record management.
