ABSTRACT: PURPOSE: The study used the survey method of descriptive research using an instrument developed by the researcher to assess the effectiveness of television public affairs programs (PAPs) of ABS-CBN 2 and GMA 7 based on perceptions of viewers in Cavite. RESPONDENTS: The sample size of 399 was arrived at by applying the sample size formula: 278 from Cavite City, 73 from Tagaytay City and 48 from Trece Martires City. The respondents were chosen through convenience sampling since it is impossible for the researcher to make a complete list, much less to interview all the viewers of PAP. INSTRUMENT: Questionnaire was used as the basic tool for gathering data. It contained four sets of questions- five questions of demographic variables; two questions on level of exposure to PAPs; thirty-four questions on how respondents view PAPs in terms of the criteria: comprehensiveness and objectivity of discussions, clarity and appropriateness of conclusions and recommendations presented, credibility of the anchorpersons and guest celebrities, stand on public issues, viewership, relevance of the topics, airing schedule, kind of language used, and program environment; and two open-ended questions on things that respondents like or dislike about PAP. Completed questionnaires were then coded and scored. FINDINGS AND CONCLUSIONS: The Cavite respondents are mostly young, females , with college education, with low family income, and with average/low exposure to PAPs of ABS-CBN 2 and GMA 7. The one-hour exposure to PAPs of ABS-CBN 2 and GMA 7 does not indicate whether they are equally exposed to other television stations' PAPs, or other tri-media sources to satisfy their information needs. The PAPs of ABS-CBN 2 and GMA 7- based on the nine formulated criteria- are found to be very satisfactory. Only two of the nine criteria used got satisfactory ratings, namely, comprehensiveness and program environment. The strong correlation between the effectiveness of each of the five profile characteristics indicates the need for tailor-fitting the PAPs to audience needs.
