ABSTRACT: The study aims to investigate the relative difference of Quantity Surveying and Estimating practices as perceived by Filipino. It ascertains the viability of adopting parts of quantity surveying practice. Standard method of measurements and bill of quantities, to the existing engineering practice. The study focuses on the analysis and evaluation of preliminary estimates and standard method of measurements. It compares the effectiveness of bill of quantities to the work package breakdown and the level of competence of quantity surveyor and estimator. The data are obtained mainly from bid or contract documents, Standard methods of measurements' manual and bill of quantities in civil works. Questionnaires were used as data-gathering instruments to clarify and validated the observations and findings on data gathered and to obtain any other necessary information. The instrument used in the study was a 5-pt Likert type scale. Practicing quantity surveyors and estimators were surveyed and to verify and validate the observations and findings. The study conclude that preliminary estimates provide an accurate estimate if the initial design and specifications of the project remain the same up to the final design. The standard method of measurements, on the other hand, is an important reference in the present quantity surveying and estimating activities as it provides uniform unit of measurement. Moreover, it serves as a guide in the measuring quantities during take-off period. Both bill of quantities and work package breakdown are effective as tools in cost engineering . Finally, it s recommended that preliminary estimates should be evaluated further to determine the items needed to be improved, revised or formulated. Whereas, bill of quantities should be typical format in every bid document whether it is a public or private project. Lastly, quantity surveying practice must be adapted by more constructors and include it as subject in engineering curriculum.
