ABSTRACT: This study aimed to establish the relationship between structural qualities and process of care qualities of DOTS implementation in Lemery, Batangas on recipient perspective. The extent of satisfaction of the TB recipients in DOTS implementation was determined by 7 indicators on structural qualities namely: equipment and laboratory supplies; facility, staffing, supervision, referral system, existing educational program; and recording system. The process of care qualities was based on 3 indicators such as: organization of services delivery; provider-recipient interaction; and provision of information. The study was based on Donabedian's quality assessment of health care; manual of procedure for National Tuberculosis Program of the Philippines, 4th edition; and other items were adopted on the study of Girma (2007). The descriptive survey research method was utilized to describe the extent of satisfaction of TB recipients in terms of structural qualities and process of care qualities on directly observed treatment short-course of tuberculosis in the Municipal Health Office (MHO) of Lemery, Batangas. The purposive sampling technique was used to obtain the target respondents. The respondents were 50 TB recipients who had initiated/completed in 2011 in the said institution. The data gathered were treated using appropriate statistical tool such as weighted mean, Pearson-r, and application of Statistical Package for Social Sciences (SPSS) for the management, analysis, and interpretation of data gathered was employed. The findings of the study showed that among 50 TB recipient-respondents, the extent of satisfaction on structural qualities and process of care qualities are both very satisfied in general as described by the general weighted mean. The structural qualities obtained a general weighted mean of 3.29 interpreted as very satisfied. Meanwhile, the process of care qualities as to organization of services delivery disclosed general weighted mean of 3.63; provider-recipient interaction indicated a general weighted mean of 3.93; provision of information draws a general weighted mean of 3.92. The findings showed that there is significant relationship between structural qualities and process of care qualities. Or particular interest, the critical care value of r is 0.279 using the degrees of freedom of 48 while the computed value of r is 0.438 which rejected the null hypothesis The study concluded that the recipients were satisfied the presence and conditions of the facility. The recipients are moderately satisfied with the adequacy and availability of the information activities given in the educational program. Ultimately, there is a significant relationship between structural qualities and process of care qualities. The researcher recommends facility be constructed in order to accommodate TB patients. In terms of improving the condition of the facility, good ventilation and proper lightning should be provided. In order to increase the knowledge of the constituents, information dissemination should be intensively conducted in the entire 46 barangays of Lemery, Batangas. The researcher also recommends that Municipal Health Office of Lemery, Batangas may consider using DOTS Facility Assessment Tool (DOTS-FAST) to assess and evaluate the weaknesses, strengths, opportunities, and threats of structural qualities and process of care qualities. Finally, strict adherence to the policies and guidelines on the Manual of Procedure must be sustained in order to achieve the target for cure and care detection rate.
