This program is primarily for the purpose of the guiding the health workers and practitioners in providing evidence based effective way for newborn care, with regard to the prescribed systematic implementation of interventions that address health risks known to lead to preventable neonatal deaths. This study aims to assess the quality of active implementation of Essential Newborn Care in terms of the respondent's position years of employment and the extent of its quality implementation. The study made use of a descriptive correlational research design to be able to collect information about the compliance of the health care workers from the different public hospitals of the city of Manila to the Uang Yakap program. A guidance derivative of the DOH Memorandum, questionnaire was used to gather data. It was used to evaluate the quality of implementation of the Essential Newborn Care. It is composed of a self-evaluation questionnaire given to the respondents. It is a 4 point scale likert type questionnaire to evaluate the quality of new procedure. The questionnaire was divided to the quality of implementation of Essential Newborn Care in terms of: Positioning of the Mother, Delivery, Drying, Skin to Skin Contact, Cord Clamping, Breastfeeding and Eye Care, Newborn Care with 6 hours after Birth, which is composed of 33 questions in total, another Direct observation checklist used by the researchers to provide triangulation of the data gathered. The 34 health care providers who have responded to the questionnaire are acquired through convenience sampling. Frequency distribution was used for the arrangement of the data to show the frequency occurrence of different values of the variable, the demographic profile of the respondents, and the extent of quality of implementation. Paired t-test and one way analysis of variance were also used to assess whether the means of two groups are statistically different from each other. The results showed that there is no significant difference between the quality of implementation of the healthcare worker in Essential Newborn Care, regardless of his position as a nurse or a midwife in the hospital. There is a significant difference between the years of employment of the health care providers and the quality of their implementation of the procedure. There is also a significant difference between the direct observation of the researchers and the self-evaluation of the respondents. Finally, the researchers recommend to the client since effective clientele care is the main focus of the program. As it suggests, it is the care that is both essential to the mother and newborn which actually the primary benefactors of the program. They also recommend to the Hospital administrators that this study could be a basis of how compliant the hospital is, and how healthcare providers are armored with knowledge about the released memorandum of DOH. It is also recommended that there will be program orientation about the guidelines of the DOH to increase the compliance and the quality of implementation of the procedure ENC ER -
