ABSTRACT: Alternative Learning System (ALS) in the country has been a great answer to address the needs of the educationally disadvantage sector. This inclusive education program hopes to achieve empowered literate citizens adaptive to the needs of the changing time. However, despite this fundamental strength of ALS, it remains to be challenged in terms of its effectiveness in bringing about higher level of learning competence among its learners comparable to the formal school. In order to further explore difference between learners of ALS and non-ALS, a self-made instrument based on the Learning Competencies of ALS learning strands was used to answer the following questions: a.) What are the socio-demographic profiles of learners in Barangays with and without Alternative Learning System Program?; b.) What are the expected learning competencies when grouped with ALS and without ALS? c.) What is the effectiveness of the Alternative Learning System in community-based learning centers when grouped into with and without the ALS program based on the five learning competencies?; d.) Is there a significant difference between the barangays with and without Alternative Learning System Program? And e.) Based on the findings, what are the relevant implications of Alternative Learning System to innovative educational policies in its effective implementation in Muntinlupa City? An equal of one hundred (100) respondents were taken from two (2) barangays offering Alternative Learning System Programs and another two (2) barangays without ALS program answered survey-questionnaire. Percentage Frequency Distribution was used in this research to present the profiles of the respondents while Weighted Mean was employed in order to determine the group's response for each item and the Independent Sample T-Test incomparing the two groups of respondents to test if there is a significant difference between the effectiveness of the programs in the barangays with and without Alternative Learning System. The test was considered significant at the 0.05 level. Respondents from Barangays with ALS program scored higher in all of the five learning competencies compared with those from barangays without ALS program. Results of this research also yielded that there is a significant difference between the respondents of barangays with ALS program in the Five Learning Competencies of ALS in contrast to the respondents of barangays without ALS program. Local and National Innovative Educational Policies were drawn based on the results and findings of this research to ensure a more dynamic and responsive Alternative Education System in Muntinlupa City.
