ABSTRACT: This study sought to find out the factor-related variables affecting empowerment consciousness level and implementation among secondary school principals. The study was limited to a total of 176 respondents of which 16 school principals, 64 were head teachers, and 96 were classroom teachers from different departments randomly chosen from District I to VI in the Division of City Schools, Manila during the school year 2001-2002. The descriptive relational design was used. The questionnaire was the principal means of gathering data supplemented by unstructured interview. The statistical treatment of data included the computation of means, standard deviations and for relational questions, the stepwise multiple regression analyses was used to test the hypothesized relationships. The questionnaire items were structured using a 5-point model. The data gathered were statistically treated to get the means, standard deviations and significant relationships between variables which were tested at the required probability of .05. The results showed that majority of the respondents were females (142 or 87.7%), in their middle age (45-49), receiving a monthly income between Php10,000.00 and above (162 or 92.0%) not new in the service or have already service for 25 years and above (90 or 51%), and most of them (101 or 57.4%) have earned MA units. The results showed that the empowerment consciousness level and implementation of school principals along the aspects of organizational environment was evaluated as agree. The independent variables that significantly influenced principal empowerment on physical facilities are: participation, teamwork, morale, and age. The variables related to organizational linkage are: participation, teamwork and morale. The variables that have positive influence on the empowerment of principals on decision-making are: communication, participation and teamwork. As regards principal empowerment on instructional supervision, the variables having significant influence are: participation, communicational and teamwork. The variables related to student development are teamwork, as well as participation. In the case of staff development, the variables that have significant influence are: teamwork, participation and communication. The variables that are related to principal empowerment in research and evaluation are: teamwork, participation and communication. In fiscal management, the independent variables that have significant influence are: teamwork, participation and morale. On the basis of the aforementioned findings, the hypothesis is asserting that there is no significant relationship between the demographic profile and the empowerment consciousness made by the school principals is partly sustained. The other hypothesis stating that there is no significant relationship between the personal and institution - related factors and empowerment consciousness level of school principals is partly sustained as well.
