Assessment of the "buhos" system along the admiral-ipi road segment in Las Piņas City using simulation of urban mobility (Sumo)

ABSTRACT: Traffic congestion is a major urban areas in Metro Manila, causing significant travel delays, increased fuel consumption, and adverse environment impacts. Because of this, many traffic management methods and systems were employed to alleviate such a major transportation problem, one of which is an underexplored practice implemented along the Admiral-IPI road segment in Las Piņas City known as the Buhos System. The Buhos System is a type of a contraflow management approach commonly employed by traffic enforcers to ease traffic congestion but its effectiveness remains unproven by the lack of local studies. This research aims to assess the effectiveness of the Buhos System by determining the traversing vehicles Automobile Level of Service before and during its implementation with the aid of Simulation of Urban Mobility software. The average travel speed as a percentage of base free-flow speed was used as the primary determinant of the valuation of the Automobile LOS. With a base-flow speed of about 34.94 kph, obtained from field data collection show that although the Buhos System has the capacity to increase the travel speed in comparison with the average travel speed obtained before the implementation of the contraflow approach, it is still not enough to bring the traffic flow condition to a stable level or at least to LOS C, hence rendering it ineffective. Results obtained using the traffic simulation software also unraveled the same interpretation concerning the effectiveness of the Buhos System.
