<br/><br/>   ABSTRACT :  This paper is about the policies recently implemented  by the Philippine government to improve the quality  of higher education in the Philippines. As this paper discusses  policies, it also tries to abstract the notion of quality. Hence, the  first part is a presentation of the reasons for the urgent need for  quality assurance in academic institutions in order to comprehend  the demand for quality as well as come up with an understanding  of quality. The second part is a discussion of the recent  government policies in order for Philippine higher education to  respond to the quality demands of a globalizing education. It also  tries to present the notion of quality in each policy. The last part  is a brief discussion of the challenges of these policy changes to  higher educational institutions in terms of talent, governance, and  funding.
