ABSTRACT: Metropolitan Manila Development Authority or MMDA has long been existent to provide metro-wide services, which include transport and traffic management. However, despite all efforts, MMDA, as well as its programs, has continuously received negative feedbacks specially along Epifanio delos Santos Avenue or EDSA. The researchers conducted a survey among drivers of public utility buses with routes along EDSA and MMDA's traffic enforcers. Results the survey, indicated that PUB drivers perceive MMDA's traffic programs, specially on EDSA, as ineffective and that there is a serious miscommunication between the agency and its publics. As s result, MMDA's efforts have been critically affected and that the agency continuously failed in gaining its publics cooperation and trust. Based on the observations and the data gathered in this study, the proponents concluded that the MMDA is experiencing negative public perception due to insufficient efforts in communicating information; hence, the researchers in this study recommend a PR campaign to establish cooperation between the MMDA and its publics to achieve its missions and objectives.
