ABSTRACT: STATEMENT OF THE PROBLEM: This study aims to determine the status of proficiency in English of the respondent College Communication Arts instructors, particularly, identifying aspects in the teaching-learning process that should be upgraded and strengthened in relation to skill in the use of English as instructional medium. To solve the main problem, the researcher sought the solutions to following specific sub-problems: 1.
