ABSTRACT: This study is an initial attempt of looking at the Department of Public Works and Highways (DPWH) institutional mechanisms in support of the Philippine Environmental Impact Statement (EIS) System with respect to Highway Management Project (HMP), IBRD-assisted projects. The responsiveness of the DPWH-IBRD-PMO to the requirements of the EIS System, Philippine Agenda (PA) 21 and Fund Covenants with respect to the environmental management of HMP projects was critically examined in terms of its structure, dynamics of project management and policy pronouncement. Limiting itself to twelve projects under the HMP, IBRD-assisted projects, the study provides an evaluation on how the DPWH integrated the environmental concerns into the project cycle. Lessons learned from project management of HMP projects; the study provides an improved approach of managing road project. For a more sustainable environmental management for road projects, the Author likewise proposed some environmental related policies to ensure the institutionalization of EIS System in DPWH such as Integration of EIA in all stages of the project cycle by defining the roles and responsibilities of the different offices; and inclusion of environmental concerns not only in the Pre-qualification Criteria of Contractors but also in the Contractor's contract. The study emphasized that the success of the EIS System is not in the preparation of the EIS Report but on the implementation of the Environmental Management Plan (EMP) integrated in the Construction Management, which includes a) mitigatory measures, b) monitoring program, c) budget, and d) capacity building. However, this can only be attained if the key players in project management have some knowledge on how to integrate Environmental Impact Assessment (EIA) in the project activities. Hence, the Author prepared a simple Technical Guidelines for a Project Integrated EIA, specially prepared for the Policy Makers, Project Managers, Engineers, Contractors and Consultants as their reference material in the conduct of the environmental management activities in every stage of the project cycle.
