_b _b _c _aABSTRACT: There are no reasons why pupils with mental retardation should not be taught academic skills. All children should be treated alike. Thus, the same educational opportunities should be presented to everyone. Teaching students with mental retardation can sometimes seems frustrating, but at no pint should be ever forgotten that these children are all unique and wonderful individuals. The special educator must also remember that all students, both with and without disabilities, are distinct individuals, each with a unique set of learning characteristics. This study aimed to determine the effective teaching strategies employed by Special Education teachers of General Maximo Hizon Elementary School in teaching pupils with mental retardation. Specifically, it identified the learning needs of the pupils with mental retardation, the teaching strategies that the special education teachers utilize to respond to the needs of their pupils with mental retardation and the effectiveness of the teaching strategies to the learning needs of the pupils with mental retardation as perceived by the teachers. This was a descriptive research that sought information through the quadrangular approach to data analysis. The researchers interviewed teachers and observed classes to know the learning needs of the pupils and to find out the teaching strategies utilized. In determining the effectiveness of these strategies, the researchers employed the Likert scale. The researchers found out that the learning needs of the pupils are patterned in the learning areas prescribed in their curriculum. In addition, the teaching strategies employed by the special education teachers should address not only to the needs, but also to the interest of the pupils. The researchers inferred how teaching strategies served as the core of the performance of both the teacher and the pupils. It is not enough the teacher is knowledgeable in his/her subject-matter.
