520			_b _b _c _aABSTRACT: Addressing the needs of children is a vital step to social and economic development of the country in general and the City of Manila in particular. The accomplishments of the Philippine Government in the past decade in improving the lives of children have been significant, but challenges remained huge, particularly in highly urbanized cities such as Manila. Improving children's lives continues to be a profound concern among all sectors of governance, and will require greater awareness across sectors as it impacts on educational, cultural, political, social and economic aspects, and the prospects of leveraging resources in order to pursue the agenda for children. In the midst of these challenges, the City of Manila has a grand vision - Buhayin ang Maynila - to revive Manila of its glory of a peaceful, colorful, vibrant and progressive city. In the pursuit of this, an agenda on urban renewal was designed through rehabilitation, restoration and development of the city's premiere landmarks and embarking on the redevelopment of parks and play areas for the city's young and the most vulnerable - the Children. The renewal and redevelopment programs do not only focus on the physical features of the city, but more importantly, on the children's concerns as the center of its political agenda. Realizing that the city government alone cannot hope to achieve its goals of addressing the many challenges faced by children without the active participation of various sectors, it cooperated with the United Nations Children Fund, under the Fifth Country Program for Children. The collaboration was aimed to transform Manila, as a Child-Friendly city. The Child Friendly movement was launched in the City of Manila in 1999. The movement provided the enabling environment to pursue the rights of the child as articulate in the Convention of the Rights of the Child, a world-wide covenant for children as well as the subsequent documents on the protection and development of children in various difficult circumstances. Despite the many initiatives both by government and the various sectors, the overarching need to pursue children's concern remained a big challenge. The issues on children, whether victims or the ones violating the law, takes center stage nowadays, as their presence in the streets and institutions surrounds the environment of the City. With this premise, the policy study was undertaken to develop a strategic framework for the city government of Manila, for the sustenance of its efforts and initiatives in changing the condition of children. The strategic framework ensures that the recommended policy is anchored on the principles of the Convention on the Rights of the Child and the Buhayin ang Maynila vision. Various stakeholders were consulted and provided the basic substance and elements of the recommended policy options. Results of the consultation process charted the basic elements that are needed to ensure the agenda for children is pursued. These elements include the enabling policy, financial resources and the institutional environment. Three policy recommendations were drafted as a result of the various focused group discussions that were conducted. Policy Option 1 is entitled The Child Welfare and Protection Act of Manila a City Fit for Children. Policy Option 2 is entitled An Ordinance Making Manila a City Fit for Children, otherwise known as Sa Maynila May Pag-asa and Bata Act. A Right Based Development and Investment Plan For Children and For Other Purposes. Policy Option 3 entitled : An Ordinance Creating a Council for Children Needing Special Protection (CNSP) and to Establish a Community Based Mechanism to Fast Tract Administration of Justice for Children in Conflict with the law and for other Purposes. These policy options were further subjected to a public for a where sectors from the interdisciplinary, youth and the non-government organizations decided on which policy option is most favored. A multivariate analysis of data was employed in this process of choosing favored policy option. Of the three policy options recommended, Option 1 was chosen. It is an ordinance making Manila a city fit for children otherwise known as, The Child Welfare and Protection Act of Manila and for other purposes. Components of this draft ordinance, are the four broad rights of a child. The rights to survival, development , protection, and participation in governance. Specific approaches and strategy to implement the provisions of the ordinance are articulated in the proposal. It also includes the financial resources required to implement it. These strategies ensure that the rights-based programs and services for children are consistent with the objectives of pursuing with vigor the implementation of programs and services for children, using the executive flat of the City Mayor. This action includes among others the establishment of a body to oversee the children's concerns under the Office of the Mayor. It will require the involvement and convergent of the frontline service departments of the city . Hereafter, the draft city ordinance, shall be endorsed to the Mayor and the Sanguniang Panglungsod (City Council) for enactment. _u
