_aABSTRACT: STATEMENT OF THE PROBLEM: This study determined a program of development of the Muntinlupa Polytechnic College over the next five years, starting in the school year 1993-1994. More specifically, this study sought to answer the following questions: 1) What is MPC's institutional profile in the following areas: 1.1 Faculty 1.2 Instructions 1.3 Library 1.4 Laboratories 1.5 Physical Plant 1.6 Student Services 1.7 Administration 1.8 School Community Relations? 2) What are the implications of the internal resources analysis to the proposed plan? 3) What is the socio-economic situation in Muntinlupa? 4) What are the salient features of the proposed development plan for Muntinlupa Polytechnic College? RESPONDENTS, INSTRUMENTATION, AND PROCEDURE For the internal environmental analysis, the revised PAASCU's Self-Survey forms were used in the study. On the external environmental analysis, the socio-economic profile of Muntinlupa were gathered from available 1992 records and documents in Muntinlupa Planning and Development Office. The questionnaires were distributed to two groups of respondents, namely the administrators/faculty and the students. The internal resources analysis made of averages and weight values. FINDINGS: A. Internal Resource Analysis (1) Among the eight areas surveyed using the revised PAASCU instrument, laboratories and library were found to be the weakest, and the other areas needs improvement. (2) There was no faculty recruitment and selection board in the hiring of new faculty members. Likewise, no clear cut policies and guidelines were observed in ranking the faculty based on the qualifications. (3) To improve the school's academic administration, a full time registrar must be assigned. (4) Implications- The increase in number of industries and the upswing of business activities in the area are expected to accelerate within the next five years. To maintain its pace of economic growth, the area should have manpower development as its main objective. MPC should play a vital role in the process of pursuing economic development. Development of the following areas should receive priority in the school's five year plan: a) Library, b) Student Services, c) Laboratories, d) Physical Plant, e) Administration. FIVE YEAR DEVELOPMENT PLAN: (1) As provided in the mission statement, MPC is: (a) Basically committed to the advancement of human knowledge through basic study and research (b) The full development of the Filipino intellect and the promotion of the Filipino culture (c) The professional training, in public affairs, as well as the scientific, the cultural, the technological, the industrial and vocational fields. (2) Based on the needs, the essential objectives of the plan are: (a) to improve the instructional facilities of the school. (b) to introduce new course offerings relevant to a foreseeable growth in commerce and industry in the area. (3) To upgrade or expand other internal resources-physical plant, academic preparation of the faculty, and guideline research for continued improvement of the quality of education in MPC. CONCLUSIONS: On the basis of the findings of this study, the following conclusions and recommendations are presented: (1) The School Age- population of the environment served by MPC is definitely on the rise. Consequently, the market for educational programs and services has visibly expanded with the movement of people came the movement of industries. The growth of business and industry has led in turn, to an increase in the income levels of the people who can now demand a better education for their children. MPC should meet the demand for greater education. A bigger challenge for the school, however, is to meet the growing demand for technical graduates who will manage the burgeoning industries in the area. True, instructional facilities for computer science and other technical programs require enormous investments which the school cannot yet afford. But the need is there and MPC should plan beyond the five year span to fill that need. (2) The Internal Resources- Management knows where the school is strong and where it is weak. The gigantic task ahead is to strengthen those areas that need to be strengthened, namely: the instructional facilities, the physical plant; the administration and student services. RECOMMENDATIONS: The following recommendations are presented in the light of the results of the study: (1) There is a need to redirect the course offerings of the MPC, particularly its business courses, to suit the needs of the CALABARZON area; (2) Corollary to the first recommendation is that, in view of the growing demand for technical and vocational manpower to supply the needs of industries in the zone, it is strongly recommended that the MPC offer the one-year craftsman certificate and two-year certificate of technology in the seven trade courses under DECS Order No. 59 s. 1997. (3) Aware of the existing conditions under which the MPC is operating, there is a need to pursue the proposed five-year development plan of the MPC in line with the Municipality of Muntinlupa' s Medium Term Development Plan.
