_aABSTRACT: This study was designed to find out the factors that affect the teaching of journalism and the advising of the school papers in the public elementary schools in the Division of City Schools, Manila, school year, 1989-1990. The 16 teacher and 44 pupil respondents came from 14 public elementary schools in Manila. The following hypotheses were tested: 1. There is no significant relationship between the ages of teachers and the factors that affect the teaching of journalism and the advising of the school paper. 2. There is no significant relationship between the length of experience of journalism teachers and the factors that affect the teaching of journalism and the advising of the school paper. Furthermore, the following questions were posed: 1. What are the characteristics of the journalism teachers/paper adviser in terms of the following: 1.1 sex 1.2 age 1.3 educational background 2. What factors affect the teachers' competence in teaching journalism and advising the school paper? 3. What factors affect the teachers' trustworthiness in teaching journalism and advising the school paper? The study used the descriptive survey method with the structured or restricted form of questionnaire ad the main instrument. The percentage was used to get the profile of the teachers as to age level, sex, educational background, length of experience in teaching journalism and advising the school paper and the factors that affect the competency and trustworthiness of the journalism teachers and paper advisers. To get the weighted mean of the factors that affect the trustworthiness of the teachers, the weighted mean formula was used. To find the relationship between variables, the chi-square formula was used. There were no significant relationship between the factors that affect the teachers in teaching journalism and the advising of the school paper and the variables; age and length of experience. The pupil-staffers rated their journalism teachers/paper advisers trustworthy in all items under factors that affect the competency of these teachers; highly trustworthy in one item under the same factors.
