_aABSTRACT: Today, E-learning is a widely used method to teach the students. It is a very convenient way to use as a supplemental teaching tool, such as online discussions, chat rooms, and synchronous technology. These are convenient because almost every corner of the town has a computer on every homes of every Filipino family. This four-week study sought to assess the E-learning's effectiveness as used as a supplemental teaching tool in Nursing Education. Also, this is used to assess the presence of significant difference between the gender of the selected Third Year and Fourth Year Students of Pamantasan ng Lungsod ng Maynila in the utilization of the E-learning as an effective supplemental teaching tool. With this study, technical skills of the selected Nursing students are also well assessed for further evaluation if the study will be effective or not regarding usage of it. These technical skills will be assessed also for the significant difference when utilizing the E-learning in Nursing Education. The technical skills and utilization of E-learning as an effective supplemental teaching tool in Nursing Education has a direct relationship, wherein as technical skills are enhanced, utilization of E-learning s a supplemental teaching tool will be effective. Learning is viewed as a relatively permanent change in behavior with behavior including both observable activity and internal processes such as thinking, attitudes, and emotions. (Burns, 2005) Bloom has identified three domains or areas of learning cognitive, affective, and psychomotor. The first is the cognitive domain, which includes six intellectual abilities and thinking processes, beginning with knowing, comprehending, and applying to analysis, synthesis, and evaluation. The second domain specifies the degree of a person's depth of emotional response to tasks. The last domain includes motor skills (Bloom, 2007). E-learning promotes student-centered learning through also called active learning - is for students to take on more of the responsibility of learning and become more actively in the learning process. In a student-centered learning environment, the spotlight is on the student and the instructor assumes the role of facilitator. According to the de Young, (2003), computers are used to communicate information to students and nurses in a time-saving way, to teach critical care thinking and problem solving, to provide simulation of reality, and to educate from a distance. In the clinical world, computers are used to communicate with other health care professionals, to access patient records in real-time online, to provide patient teaching, and to provide home-based care and support the chronically ill. Utilizing, the profile variables of the respondents were taken and contrasted as part of the sample population fifty (50). The outcome measures the effectiveness of E-learning as a Supplemental Teaching Tool in selected Third and Fourth Year Nursing students of Pamantasan ng Lungsod ng Maynila. Moreover, the significant difference of gender and the utilization of E=learning. Whether, female or male can effectively utilize E-learning as a part of the teaching tool and can easily adapt with its principles and its instructions. On the other hand, Technical skills are important when utilizing E-learning as a supplemental teaching tool, for it helps in the technological glitches, primary usage of computer, basic skills in using computer. There is a direct relationship between the two. E-learning becomes effective when the students are good in technical skills. That means that students can conveniently use the said supplemental teaching tool when they have a basic knowledge in operating the computer, are prepared in technological glitches, have a proper orientation regarding the utilization of computer. As E-learning was assessed, it is a very good supplemental teaching tool. Through the study furthermore recommends that the students have a basic knowledge in using a computer to be ready in case there are uncontrolled circumstances such as technological glitches (sudden black out, virus detected, new programs not installed, documents to be converted). The teacher should have an orientation about E-learning will help them to utilize E-learning and be at ease with the new way of supplemental teaching tool being practiced. Also, the primary usage of computer, the simple ways of using computer, the basics should also be oriented, because they are the one who will facilitate the class. In addition, the teacher should also be well with the knowledge in their subjects as well as handling the students using E-learning occurs in different times, such as e-mailing, or the learners study their lessons in different pace, or own time frame, the teacher or facilitator should have a strict deadline on when to pas the said document or paperworks. In synchronous technology or the process wherein learning is on a times schedule of the same time that the students should all be available, the facilitator can handle them by groupings, or conferences. The students nowadays in reality, make use of computer almost everyday and becomes a part of their daily lives and tasks. Assignments, projects, advanced readings makes use of computer and makes it a necessity to interact with it. This device, is of great help especially to college students, not just in Nursing Students because of latest information it gives, its most up-to-date information about nursing field and serves as a pathway for a real-time communication to be done. The assessment of E-learning is effective regarding utilization of this method as a supplemental teaching tool in Nursing education at selected Third and Fourth Year Nursing students. The development of E-learning will greatly depend on the success and usefulness of the facilitators and the students interaction with the use of E-learning on their future use in nursing education. Based on the findings, the following conclusions were established: 1. Most Nursing students of Pamantasan ng Lungsod ng Maynila are female. 2. Most nursing students are literate enough in using computers and its functions; and also, accessing the internet. 3. There is no significant relationship existed between Gender and the utilization of E-learning, when grouped according to respondents profile, Technical Skills as an Effective Supplemental Teaching Tool in Nursing Education of the Selected Nursing Students of Pamantasan ng Lungsod ng Maynila. 4. There is a significant relationship between Technical Skills and the utilization of E-Learning, when grouped according to respondents profile, Technical Skills as an Effective Supplemental Teaching Tool in Nursing Education regarding competency of the Selected Nursing Students of Pamantasan ng Lungsod ng Maynila
