_b _b _c _aABSTRACT: This study was the first survey on determining the comparative level compliance with the Revised Policies and Standards for Teacher Education issued by the Commission on Higher Education (CHED) in 1999. This study involved five local universities in the National Capital Region (NCR) offering teacher education programs. The respondents included the deans, faculty and students of the College of Education. The objectives of the study focused on the national policies and standards which included administration, faculty, curriculum, instructional standards, physical facilities, student admission and retention requirements, and research and productive scholarship. Methodology included a combination of questionnaires, field interviews and ocular visits to the local universities concerned. Documentary analysis of faculty profile, library and laboratory facilities were likewise, conducted. To ensure valid interpretation of the data gathered, statistical tests were employed, namely: frequency and percentage distribution , weighted mean, one-way analysis of variance (ANOVA), and the Pearson - product moment correlation. This study yielded results of High Compliance level with the Revised Policies and Standards for Teacher Education of local universities but problems were also indentified. Three problems stood out : (1) inadequate budgetary support for infrastructure and needs, (2) insufficient supply of books, library resources and laboratory equipment, and (3) lack of capability funds, incentives and time for instructional research. It was noted that as the enrollment increased, more and more funding by the local governments which created the local universities were needed which compete with the other basic program projects and services of the local governments. Maintenance of the physical facilities and improving other vital educational facilities like the library and laboratories have raised concern among the stakeholders and clientele. This research shall disseminate the results with the local governments concerned and with other cities and municipalities supporting local colleges and universities. The results of the study may also be a reference to the local governments planning to create their local colleges and universities. _u |
