_b _b _c _aABSTRACT: This study addressed the basic objective of analyzing the work performance and value orientation of the Values Orientation Workshop (VOW) graduates and non-graduates in the Department of Social Welfare and Development, using both the descriptive and causal comparative methods of research. Fifty-five VOW graduates and fifty-five non-graduates of different office assignments, gender, age groups, position level, educational attainment and length of service, who were chosen using the proportionate stratified random sampling method and whose responses were validated by their supervisors and peers, were the main respondents of this study. The level of value orientation on the eight norms of conduct for public officials and employees (i.e. commitment to public interest, professionalism, justness and sincerity, nationalism and patriotism, commitment to democracy, political neutrality, responsiveness to the public, and simple living), was determined using the Work Values Indices Scale for Government Employees (WOVISGE). It is a five-point Likers-type researcher-made instrument which was subjected to content and construct validity and registered a high reliability index. The level of work performance was calculated using the 1995 second semester Performance Appraisal Report ratings. The data were computed using the mean and weighted mean, while the hypotheses were tested at .05 level of significance using the t-test and the analysis of variance for further exploration. The study showed no significant difference in the level of value orientation as both groups garnered high level value orientation. There is significant difference however in the level of work performance of graduates who obtained a very satisfactory work performance, and the non-graduates who obtained only a satisfactory work performance. Attendance or non-attendance in the VOW Program may not have made a difference in the level of value orientation of the two groups of respondents, but the clarified work values expected of public officials and employees which the program provides, has influenced to a certain degree the work performance of its graduates. Participation in the VOW program is only a first step in the long process of helping values or be enhanced in our places of work. Values development work continues even after attendance to any program employing the values clarification process. The humble attempt of this study to establish the Values Orientation Workshop (VOW) program as a strategy of improving the work performance of government employees to allay the public's discontentment, is a noble contribution to the attainment of the goals of Philippines 2000. _u |
