_b _b _c _aABSTRACT: Statement of the Problem The purpose of this study, broadly stated, was to analyze the current and determine the desired goals of Pamantasan ng Lungsod ng Maynila (PLM) as perceived by its constituencies-regents, administrators, faculty, and students. Specifically, it sought answers to the following questions : 1. What are the current goals of PLM as perceived by its regents, administrators, faculty importance rankings of goal areas, as well as for interpreting the degree to which the respondents agreed on the importance given each goal. The t-test was used to determine the significance of differences between the current (Is) and the desired (Should Be) mean scores of the respondent groups on the 18 goal areas. The analysis of variance was used to determine the significance of differences between and within respondent groups as to the priority given to the current ( Is) goals and the desired (Should Be) goals. Findings: The nine highest-ranked current goals were the same goals that ranked highest among the desired goals. Among the current goal areas, the highest importance was attached to the goal of Academic Development and Social Criticism/Activities was given the lowest priority. On the other hand, the highest priority was assigned to the desired goal of community, the lowest priority, to the Cultural/Aesthetic Awareness. The t-test conducted separately for the 18 goal areas revealed that at the .05 level, there were significant differences between the current and desired goal mean perception of the respondent groups in majority of the goal areas. The analysis of variance performed on the current ( is ) goal area mean perceptions of the four respondent groups showed significant differences between and within respondent groups. Likewise, significant differences were also found between and within respondent groups as to the priority given to the desired (Should Be ) goals. CONCLUSION: In general, the goals currently given high importance are also most highly desired, and those perceived least important are also least desired. Therefore, in spite of the variances in the degree of importance given each goal area, the desired goal is congruent with the actual. The high importance attached to Academic Development by PLM constituencies underscores the general commitment of this institution ( which is known for its pursuit of academic excellence) to helping students acquire general and specialized knowledge, preparing students for advanced academic work, and maintaining high intellectual standard on its campus. The highest priority PLM constituencies attached to Community as a desired goal tends to suggest that they would like to emphasis their smallness as a great asset, more conducive to student development than are the despersonalities and alienating attributes of large institutions. The respondents were in substantial agreement on the high importance of Accountability/Efficiency as a current and desired goal of PLM. They tended to support and implement the concepts of efficient management, efficient administration, efficient instruction, efficient studies, and finally, institutional accountability in their undertakings. RECOMMENDATIONS An extensive consideration of the findings and conclusions of this study should be made by those concerned, as they assess the current status of PLM and plan for future developments. There should be a continuous evaluation of the goal structure of the University. Another study should be undertaken to determine factors causing too high mean discrepancies in the present study. Constituent groups not included in this study such as administrative heads, administrative staff, and alumni should be asked to participate in another study to examine their goal perceptions. The institutional Goals Inventory (IGI) is recommended in determining goal priority with changes to suit the goal needs. _u |
